楊國強(qiáng)認(rèn)為,伴隨著科技革命和產(chǎn)業(yè)變革深入發(fā)展,中國已轉(zhuǎn)向高質(zhì)量發(fā)展階段,高素質(zhì)的技術(shù)技能人才面臨嚴(yán)重短缺。根據(jù)教育部、人社部、工信部聯(lián)合發(fā)布的《制造業(yè)人才發(fā)展規(guī)劃指南》,制造業(yè)十大重點(diǎn)領(lǐng)域人才缺口到2025年將接近3000萬人。

“然而,目前社會上對職業(yè)教育的認(rèn)可度仍然偏低,存在孩子要成才就要上大學(xué)讀本科的觀念,特別是一些欠發(fā)達(dá)地區(qū)還存在寧愿讓孩子打工也不愿讀職校的現(xiàn)象。另外,隨著中國產(chǎn)業(yè)升級和經(jīng)濟(jì)結(jié)構(gòu)調(diào)整不斷加快,職業(yè)教育與產(chǎn)業(yè)發(fā)展適配性尚存在一定偏差。”他稱。

楊國強(qiáng)為此提出四點(diǎn)建議。一是,建議國家通過立法,讓年輕人滿二十周歲才能出來工作。他說:“如果年輕人都能接受良好的教育,學(xué)會做人做事的道理,到了20周歲再出來工作,那我們國家的國民素質(zhì)將是世界一流的。這就要大力發(fā)展職業(yè)教育,為廣大年輕人提供學(xué)習(xí)一技之長的機(jī)會。在脫貧鞏固期,國家為相對貧困的學(xué)生就讀職業(yè)學(xué)校提供無息助學(xué)貸款,讓他們能無壓力地學(xué)習(xí)成才,找到穩(wěn)定工作,等到有能力的時候再償還,也能鞏固脫貧成果。”

He said: "If young people can receive a good education, learn to behave and do things, and come out to work at the age of 20, then the quality of our country’s citizens will be world-class. This requires vigorous development of vocational education for the majority of young people. People provide opportunities to learn a skill. During the period of poverty alleviation and consolidation, the state provides interest-free student loans for relatively poor students to attend vocational schools, so that they can learn and become talents without pressure, find stable jobs, and repay them when they are able. Can consolidate the results of poverty alleviation."
二是,營造全社會尊重技能型人才、重視職業(yè)教育的濃厚氛圍。國家持續(xù)加強(qiáng)宣傳引導(dǎo),通過生動的案例講好職教扶貧故事,逐步改變社會對職業(yè)教育的偏見,讓大家認(rèn)識到職業(yè)教育也是很好的出路。

三是,促進(jìn)職業(yè)教育與產(chǎn)業(yè)發(fā)展相銜接,助力鞏固脫貧攻堅成果。持續(xù)對欠發(fā)達(dá)地區(qū)職業(yè)教育予以資金、資源等方面的適度傾斜,根據(jù)欠發(fā)達(dá)地區(qū)的產(chǎn)業(yè)幫扶成果,針對性設(shè)置職業(yè)教育專業(yè),整合周邊優(yōu)勢力量打造一批有影響力的職業(yè)院校,成為欠發(fā)達(dá)地區(qū)人力資源開發(fā)基地。

四是,調(diào)動企業(yè)主體積極性,促進(jìn)校企深度合作。支持及鼓勵行業(yè)領(lǐng)先企業(yè)創(chuàng)辦職業(yè)學(xué)校,并加快落實(shí)關(guān)于企業(yè)辦學(xué)特別是在欠發(fā)達(dá)地區(qū)辦學(xué)的各項(xiàng)優(yōu)惠政策。
